A recent study by the University of Hong Kong and the University to Study Globalization found that a high-quality, well-educated workforce with good health outcomes are a top consideration for investment.
But even in the most affluent areas, such as Beijing, Shanghai, and Guangzhou in south China, residents still feel insecure and underpaid.
